Maryland Comprehensive Assessment and Service Planning (MCASP) Implementation

Since 2007, the Maryland Department of Juvenile Services (DJS) has been transforming its case management model to incorporate evidence-based practices that promote youth accountability, rehabilitation, and public safety. The Maryland Comprehensive Assessment and Service Planning (MCASP) Initiative is the cornerstone of this reform. It consists of integrated, evidence-based screening and assessment instruments; automated service planning tools; and research-supported practices, such as motivational interviewing.

The Institute has been assisting with the implementation of MCASP by providing support with project management, policy development, training, and research and evaluation. Current MCASP project activities include:

  • Validating the MCASP Risk and Needs Assessment;
  • Creating a program classification system based on youth risk and needs (including the development of a comprehensive questionnaire designed to assess services and youth served by DJS's contracted and state-run programs);
  • Assessing case managers' fidelity to the MCASP model and impact on youth outcomes;
  • Facilitating an MCASP implementation workgroup with case management staff; and
  • Providing ongoing training and technical assistance to other MCASP quality improvement efforts.
